These were released last Thursday. They're only purpose is to let designers design app screens. Being able to change the color of these UI Elements is nothing new to Xcode, its only new that they're provided in black in the design resources. It makes no sense to me that Apple would suddenly provide them in black unless Apple expected people to immediately, or close to immediately start designing with them in this way. To me these new resources mean dark modes not only coming, but its coming very soon.From Reddit - direct copy/paste below:

The fact they officially deliver these resources to developers, make me guess "Dark Mode" may come to us in a near future, especially if you consider the X.3 updates has sometimes brought great features (8.3 added a lot of languages to Siri, 9.3 added Night Shift,...)
Although, I am in serious doubt 10.3 will come this month.

This gets me excited. Like you said, since they're just now updating them with black, it definitely seems to point to a dark mode. It got dark with iOS 10, presumably because of the addition of the bedtime feature.The Clock App is already dark. It had been white before. Don´t know since when it got dark.
Another 10.2.1 beta? I don´t think so.Whether it's a new 10.2.1 beta or public 10.2.1 release or even 10.3 beta 1, I'm sure something will release today.
