Not clear what you meant.
Whether public will be the same beta or not?
Yes. Only 2 or 3 times in iOS history has a beta build number become a final release. 10.3 was an example of that. Before that was several years ago. Currently, iOS 10.3.2 B5 is a beta build number. If it happens again, I would be very surprised, especially considering the 10+ day gap between Beta 5 and the release.

If it was not a beta build number for beta 5, so no 5 and no letter, then it would be much more likely to be the public release.

I think 10.3.1 last beta build was the same as the public release.

There was no beta build of 10.3.1 man, it was just a public release. Only 10.3.2 had a beta build. 10.3.1 released I think a week after 10.3.2 beta 1 came out.
So you all suggest that the same thing will happen for 11 beta. Even after release of beta 1 for ios 11, the releases of 10.3.3 or 10.3.4 will continue without any more betas.

IF there is a major security hole, yes a 10.3.3 or 10.3.4 may come out. But do not expect a single 10.x update after the iOS 11 beta 1. It only happens for emergencies.

If this be the case, then it is all the more likely that public release of 10.3.2 comes very close or even at the same time as beta 1 for iOS 11.
By then the major bugs would have been fixed in 10.3.2 and they would concentrate on the beta of ios 11 wihtout much thought on 10.3.3 or 10.4?

Not necessarily. iOS 10 at this point is already completed in their minds. iOS 11 is in full swing and probably has been for a while. But there are many teams working together. iOS 10.3.2 will be seeded publicly when completed. They won't wait for iOS 11 to drop.

The only thing bugging me is what will they do between 10.3.2 public release and 11 beta 1 release.
can they remain inactive.

They won't do anything, unless an emergency pops up. Its no different than the last 9 years. 8.4 was the only exception because of Apple Music.
