They are SIM unlocked, but until you accept the terms and conditions you can't simply pop in a new SIM since Verizon has to authorize the device on their side. I believe this a fraud prevention mechanism and/or related to how their CDMA network (i.e. Verizon's 2G/3G) works.

You don't have to pay anything, you don't have to call Verizon, nothing like that. Just turn on your phone for the first time, go through all of the setup steps until you get to the Terms and Conditions screen, click "I Agree", then turn off your phone and restart the setup using the SIM card you wish to use.

These steps need to be followed regardless of whether you are using the phone on another network or using the phone on Verizon but for a different number than the line on which you purchased the phone.

Source: I've had to do this every year since iPhone 6 on Verizon (activating on T-Mobile).
 
I ordered in the first 5 minutes. I still haven't seen any tracking info and where it used to say it would ship by 11/3, there is now no estimate for any sort of shipping time.

Is it worth calling them at all?
 
Just got my tracking number, delivery this Friday by 4:30 p.m.! Ordered via My Verizon app, location code E247401. Silver 256GB.

Checked Verizon and its been shipped! Haven't gotten anything from FedEx yet, but Verizon had a tracking number and its due to be delivered on Friday, 11/3 by 3pm. It's sitting in Memphis now. Super excited!

Verizon is killing me right now! Seeing all these 11/10 people getting their tracking numbers for 11/3 and having had my CC charged last night is killing me with anticipation waiting for my tracking number.

My CC got charged last night, but my status still says "We received your order and it is in process." with expected shipping by 11/10. Come onnnnnnn Verizon!!!!
 
Just got my tracking number after having my payment flagged for fraud last night/re-processed. Originally had an 11/3 date although that wasn't showing on the site anymore when checking the status

This happened to me Saturday. I used the wrong card and updated it on Monday. I didn’t lose my 11/3 delivery date by resubmitting a new card.

Verizon didn't send me a shipment notification but I just checked the status and IT GOT SHIPPED!!!!! Memphis, TN scheduled for 11/3 delivery!!!!!!!! AHHHHHH!!!! LOVE YOU VERIZON <3
