Samsung browser is based on Chromium. It's pretty much Chrome with some additional features like built-in ad block extension, QR code scanner, jump to top shortcut, new tab appearing on top instead of behind, etc. Both use Blink rendering engine which has surpassed Safari Webkit for years in compliance, stability, scrolling speed, etc.

Interchangeably use both but Samsung browser with Adguard browser only ad blocking is less resource hungry than Chrome with Adguard system wide ad blocking. All my apps are purchased so there's no need for system wide ad blocking. Both perform equivalently so any difference is probably due to having an ad blocker on one but not the other.
Another thing you can't do on iPhone is use a desktop browser on Google Play store to centrally manage and install apps selectively to any device. Convenient if you own several devices and don't have to physically touch each device.
