I find it curiously unusual that it works for a few people and fails to work for everyone else.

Let me get this straight here. I have:
Data plan for iPhone
Family Unlimited Texting
iPhone 3.1
AT&T Carrier File 5.1.
...And no MMS using carrier file 5.1 with those specs.

Does anyone else have identical specs and has it working? And what is your location?
 
Updted iTunes, restored and updated, got everything set back up on my iPhone updated the carrier file back and sure enough MMS is working like a champ still.
 
Running iTunes 9 for Windows (64 bit)and OS 3.1. When I ctrl/shift update I only get an option to search for ispw files and cannot see the ipcc file to load it. Anyone have any ideas?

Close Itunes.

Open a command prompt.

Code:
C:\Program Files\iTunes\iTunes.exe" /setPrefInt carrier-testing 1

Then try it again. If your iTunes isn't in that path, of course, use the correct one...
 
Is it the same settings for each IPCC file? If not, can someone please post the correct MMS settings for AT&T? Thanks.
 
Works for me

Just started about an hour ago. Still on 3.1 Beta 3 (Now i'm nervous to upgrade to release) no hacked carrier file, what ever came with updates.

MMS is working here in Jacksonville, FL.

Maybe they ARE doing it by region, albeit rapidly. Or solely in major metropolitan areas and spreading it from there.

Im in Shreveport,LA and we by no means are a Major metropolitan area. 200,00 on a good day. Maybe you did it wrong. :p but ill try and help a mook out. After you updated the carrier file did you reset the network settings and power your phone off the back on? try it out.
