The IOS and IPadOS is very app centric unlike DOS, Windows, Linux that is very file centric. Steve Jobs vision was device that by magic transfer data from one device to other and cloud and syncing and device a Grandma can use with out messing with file permissions, file types and copying files around. The Steve Jobs vision was very different when iOS was built from ground up. The iPad for longest time did not even have files app.
I seen Linux clone iOS nock offs and on day one terminal and file manger is the first thing they have because the philosophy is different on how they use it.
Steve jobs never made a iPad that had this on day one because the philosophy is you use the app to work with your files and you back up to the cloud and syncing.
