Used to be free and what is that $5.99 fee for anyways? Just to hold the package? This is not a paid car parking lot. SMH!
It is mostly that mainland China has very, very little (if any) third party ADS-B tracking coverage as this relies on individuals/orgs hosting a terrestrial ADS-B receiver and feeding that data to one of the providers. I suspect this is a CCP policy and/or it is frowned upon rather than a specific ZHCC/UPS security issue. ADS-B out is mandated for these flights, so it's available and no real security issue there (ADS-B is nowhere near a weapons-level track even if it was real time, which it is near-real-time, but it is not real time in the true sense).
I'm trying to track it using my sat-based ADS-B AirNav account which gets around this issue, but since it's on the ground on shore or APU power and likely being loaded the ADS-B out is not active until engine start.

Still no progress on my 14PM order. Apple told me today I have expedited shipping from China to my home, but now when! The representative told me on September 9th they had 6 times the normal volume of calls.
Apple offered me a free case so they let me pick the iPhone 14 Pro Max Silicone case with MagSafe - Midnight.
That case will arrive before my iPhone around Sep 20 - Sep 22. AW Ultra slated for Sep 23. IP 14 Pro Max 1TB Space Black Sep 28 - Oct 3 (awaiting @TheYayAreaLiving 🎗 ) magic otherwise - thinking I won't receive it till the end of the month. After the 16th will try finding it at Apple stores in Denver metro area for pickup (haven't had luck with this before).

It is showing up for some of us, but not all of us. Just a glitch this year.
ETA-With all the problems people have had this year as long as my delivery date stays launch day I will take it!

Dang! I can't believe you are going through this. At least you are getting a free case. Hopefully, you can find the exact model you ordered in Denver Area. Keep us posted on what you plan to do. Good luck!

For those stuck in ZZ (like me!), I was stuck in ZZ forever last year. Went to look at last year's tracking and my phone didn't leave ZZ until Wednesday at 9:30 PM China time. Still made it for Friday's launch!

Update from aftership in the customs scan at Louisville nothing on UPS app however
I had a similar issue with my iPhone X (I preorder every year except i missed last year). I still got my phone the day after launch, for in store pick up. I checked at 6AM on the dot launch day and there was a ton of stock for the next day for pick up. I believe it refreshes 6AM, but I heard 6-8AM. This was in NYC (Manhattan) though and theres a ton of stores to choose from there. Hopefully you get lucky! Honestly out of all my years preordering this was the sloppiest preorder ever, for me and others. My order was (is) all kinds of screwed up. And hey if nothing else you got a free shiny new case to go with the phone! Good luck I hope you find what you wanted!
