It seems that County Road shields only appear on the map while in the “Explore” layer. If you switch to the “Driving” layer, they vanish!

Nope. I zoomed up and down and all around on the Driving layer, and the County Road shields just won't appear. I already sent the screenshots to Apple to report it.Zoom level doesn’t make a difference? I always use driving mode and zoom level seems to drive when I see them.
I've noticed this as well here with Chicago. And not just with the city itself. Even in my area, which is at the very edge of the metro area and unlikely to have the super detail when Chicago gets it...I still experience this "freeze".Interestingly, this "freeze" occurs even in cities that don't currently have the City Experience, making me wonder if it's a consistent "level" that's set across the whole map, despite most cities not having City Experience yet. Even in, say, Las Vegas, I get the same freeze at the same point when zooming out. (At the point where you would lose the added street detail.)

Switching between the those two layers, the shields remain.
I actually find the decision to use the shields is an interesting one. Most (if not all) of our county routes have actual names. The names no longer show on those roads. Just the shields. No one in the area refers to the county routes by their numbers (which for our county are "A" followed by two digits).
To make up an example (this isn't an actual county road here) but let's say you have county route A50. The A50 shield sign is posted along that route, but everyone knows that route by it's name "Cedar Rd". On the map, it is no longer labeled as Cedar Rd. It's just labeled with the shield A50, which no one refers to it as around here. I think it would make sense to have it show both the shield AND the road name (on roads that have a name).
