It is not a requirement for credit and most debit cards. However certain cards do not have a card number written on them (like VPay and Maestro cards in NL) so they either offer virtual cards that can be added to Apple Pay or only let you add the card through the app, which fetches the card number from the server.
Or maybe that's their standard text and they replace X with the service. x = Apple/Google/Samsung PayComdirect T&C are back, but seems like they CTRL+F‘d Apple with X...
