Some say, that Apple allowed the banks to publish beforehand. Possibly a strategy to get other banks on board once they realise the backlash they're seeing via social media!

Just got off the phone with my local Sparkasse and they gave me the old spiel about Apple not opening their NFC interface - blah blah blah.
I think this will be the last straw and if they really won't be offering AP later this year, I'll switch banks.
Someone on twitter (I think) said that Sparkasse is the Internet Explorer of the banking world. LOL!

So... @docfred I think it's your job to come and defend the Sparkasse. I have now heard that there is no change on the official position: Sparkasse wants access to the NFC chip and is not prepared to pay a single penny to Apple. If needs must, they will seemingly take this further to the regulators (BaFin?).
