Are you on nightly? It was working on and off for me. But had to disable it as it disabled DNS lookups intermittently.AdGuard isn't working for me at all, browser extensions or otherwise. It's just not blocking anything.
About my post above, I found a temporary workaround when connected to VPN but DNS is not working:I use macOS native VPN (System prefs > network...) to make a Cisco IPSec VPN connection. This is stable on Catalina. On Big Sur it's hit or miss (with DNS). This is what I observe:
Meanwhile, I have another L2TP VPN configuration that remains stable on Big Sur and it does log to /var/log/ppp.log
- I'm consistently able to get Connected
- Resolving named addresses is the part that seems to be hit or miss. When I connect to VPN but then cannot reach URLs, I tested that I am able to ping internet IPs, just not named servers. I cannot find any pattern when it works or when it does not, it's just by trying several times to reconnect until it works
- nothing is logged to /var/log/ppp.log nor I can find any related logs
- output of 'scutil --dns' looks ok and is same when working vs. not working
I'd appreciate any pointers, so far I have not found a solution nor a workaround other than reconnecting until it works.

If either option is enabled it leaks your IP. App functions properly when split tunnel/port forwarding turned off.

Do you know it’s something fixable? I’m reading online that Apple has moved away from kernel extensions which might mean the functionality needed to do split tunnelling might not be possible (given what I assume is some pretty low level access to enable it).
