My 8Plus chimes and vibrates once. And if you plug into a fast charger, it will chime and vibrate twice.

Yes it should vibrate and chime when plugging in. But mine does not do it pretty much every night when I go to plug in before bed. And you know under the usage and standby stats a little message shows up that says it’s been connected to a charger that usually shows up when you plug in and then once you hit 90% the stats go back to 0? Well mine doesn’t do this... the lightning bolt shows up and it charges fine but the message doesn’t show up and the stats do not reset once you hit 90%. They just keep going until/unless I reboot and then I get the normal chime and vibrate behavior and everything resets and is peachy. Never had this behavior until 11.3. And still remains in 11.3.1.

I have an iPhone 7, and ever since iOS 11 I have this odd issue where I will plug my phone in to the charger and it chimes and vibrates like normal. But then, after about 3 minutes or so, it will vibrate and chime again without touching it as if it was unplugged and plugged in again.
With a couple of iPhone 7 phones that I deal with, since about iOS 10 or so I would only get a chime when plugging in (if the phone isn't set on silent/vibrate) but I would never get a vibrate alert whether or not the phone is on silent/vibrate (and that's with vibrate enabled and even set to be used when phone isn't on silent/vibrate).

Based on various threads about this kind of thing back in iOS 10 days, if I recall correctly, it seems that that's what others were experiencing as well and it was basically the expected (or at least accepted) behavior since then. Unless that has changed in some way recently, even though it's still the same for my iPhone 7 phones, or it has become different for different phone models for some reason.

knowing the issues with ios 11 and how weird QC has been lately with Apple I would not be surprised if diff models had diff charging tones

Weird. Maybe since they have been tinkering around with the power management things because of the throttlegate through iOS 11 they have introduced some unwanted bugs on the 7 with charging. Mine is also a regular 7.

At first, I thought this maybe was some sort of power management occurring where if I plug in my phone into charge and continue using the phone, it charges at a lower rate but then when I set my phone down and stop using it, it will charge at a faster rate and the chime/vibrate signaled this (since I know it’s tough on the battery to charge and use your phone simultaneously). However, after testing, it does this even if I don’t use my phone at all after plugging it in.

I've not had the issue at all, so knocking wood here. Running 11.4 currently but I didn't have it before either using an iPhone 7.

Another thing I’ve just noticed is that I’m also not getting the low power notifications at 20% and 10% as well until a reboot. Definitely something weird going on.

On what version? Just got 20% on my 8Plus on 11.3.1.
iPhone 7. 11.3.1.

It just takes so long. When I updated to 11.3 I used iTunes as well to try to avoid any bad installs. Maybe I just got unlucky.

So, having experimented with it all some more yesterday, it looks like it's down to system haptics. It used to be that the overal vibrate setting (the one related to calls and notifications) would be the one that applied to it all, but these days it seems like it's the system haptics one instead, which I have disabled, which is why I don't get the light quick vibration when plugging the phone in (and just the audible tone if my phone isn't set to silent/vibrate).

Just tested. Screen off and plugged device in. Got chime, vibrate and screen lit up.

I would definitely try reset all settings. It might fix it without a restore being required.
