It is the same build number. You can put your device in recovery mode and iTunes can download the full IPSW file to update it. Or delete profile, reboot and try to update via OTA.

I had that issue with like beta 5/6, but the following beta fixed that. When you select "check for update" in iTunes, does it say you are up to date?iTunes says I have iOS12 update available but when I click download and update nothing happens. No download wheel in upper right corner, no nothing.. anyone else have an issue with iTunes?
No, after the large banner when iTunes first comes up on the screen and I go to the iPhone screen it says in the box that iOS12 is available, yet when I click on that nothing happens also.. It is, for now. What I'm saying is, there is likely to be an update Monday with Mojave. Just like every other year. Which very well could fix your current problem.I'm running iTunes 12.8.0, is that not the most recent version?
