So we have a firm iOS 12.1 dropping Oct 30th. :)

Not necessarily. Apple actually very rarely releases iOS after an event. I think its happened 1-2 times in all of Apple history. I think it really depends on the release date of the new iPads. If its 11/9, we may not see iOS 12.1 until 11/5.
 
12.1 has to come with the new iPads for Face ID to function correctly....they need to release the gm to developers before it’s out....so i’m betting the next one will be the GM...why do you think they have to have 5 betas?

The biggest revision change for this revision is making the bagel emoji look better to please New Yorkers....you really think there’s much left to fix?
You really think all changes are visual? They still have no fixed several bugs with regards to the Activity app in which have been promised by support for weeks.

There are countless other bugs in iOS 12 that were not present in iOS 11. There is plenty to fix.

Agreed, but can't we safely assume that 12.1 is already code frozen internally at Apple by the time of their event? The reason to hold off release to the week after the event has nothing to do with them fixing additional bugs. Primarily it's to allow developers time to work supporting the final build which may include items we haven't seen until the announcement.

I'd imagine most of the bugs that are present in 12.1 beta 4 will probably still be in beta 5/final release and have been pushed to future bug fix releases.

we also are expecting new devices such as the ipad pro redesign and it will come with 12.1 preinstalled. if those devices are in production 12.1 needs to be done.

You keep assuming 12.1 will be pre-installed but you have no way of knowing that for certain. You’re quite possibly correct, but I don’t think you can say it’s a complete lock.

I'm sure the code has been frozen for about a week now, but that wasn't the point I was getting at. The person I quoted was implying there is nothing left to fix. For all we know the final beta will not be the final release build of 12.1 and it could be several build points ahead with the promised fixes from Apple.

If there was nothing left to fix in software there would be many less revisions and would probably be still on like iOS 4 or something, there’s always going to be optimizations and revisions, nothing is perfect, but with the lowering trend of any kind of bug fixes leads me to believe that a GM release would be next.

How do you know there is a "lowering trend of bug fixes"? You have no idea what they are doing under the hood. Most bug fixes wont be "visible".
 
Release notes of 12.0 GM vs 12.1 Beta 4...I’d say there’s a decent trend looking at the bugs in every beta release note. Crap the notes for 12.0 GM is like 8 pages long of known bugs.
