However... In November i will get my iPhone XS Plus/Max or however the name will be. Does the iCloud backup only has the installed app and it’s files or also the saved analytic data’s?

Ok, so before getting your new iPhone in November you can leave the beta program as soon as iOS 12 is released to the general public. Then you back up your current iPhone to the iCloud, as usual. Once you get the new iPhone, provided you do not have too much stuff to copy over, you can just pull that iCloud backed up data OTA.

I would think it would be included as Siri shortcuts are already a thing built into the operating system. For example, my father in law called me while I was at the gym last night (which I let go to voicemail because I'm not one of those guys) and I don't know the exact time frame but a persistent Siri suggestion to call him back was on my lockscreen through several unlocks.

Isn't the app just there to build upon this functionality and allow you more granular control over these automatic routines?

Likely public release. That is how past new apps have been introduced that were not part of the core iOS.

Ah, ok. I guess I've waited this long!
And there's always the scary chance they might not even release Shortcuts then, could be months later...hoping not!

Having it built in would be worse as then they couldn’t update it outside of OS updates, it being part of the App Store is far better.

It'll replace the Workflow app (Workflow gets an update to Shortcuts in the App store). They could end up bundling it with the OS a few years down the line (like Books) but I don't think it happens with iOS 12.

In my opinion, Apple kind of messed up here by giving 2 similar but distinct things names with Shortcuts in it. The thing you saw was the Siri suggestions shortcuts. Right now they are pretty basic, like you saw. With the advent of iOS 12 public, and apps that “donate intents”, those will be much more robust (think: “you go to the gym on Sunday nights a lot, want me to play your usual playlist and send a message to your father in law that you’re busy?” The Shortcuts app is essentially Workflow but with the ability use those discrete shortcuts that are suggested or that appear in the Siri and Search settings plus develop workflow-like Shortcuts with a lot deeper app integration (including system level stuff) plus the ability to use Siri to trigger them.

People always “see” increased battery drain with all new versions. ;) After all these updates, I’m surprised the device can run for more than an hour!

It's funny you say that, because I was going to write "ör is it just a perception due the previous beta's abnormally draining the battery". Could well be.

Guesses based on history would indicate GM release for...

3rd Party Developers: September 12
Public Beta Testers: September 12-13
General Public: September 18-19

Actual GM code has likely been frozen since the end of August, since it has to go into the new devices in production. This is corroborated by the iOS 11 GM leak a week before the September 2017 event.
