Also if 13.1 is a typical x.1 beta release that is due in October, where are the new Emoji?

We will know next week when they either release a 13 GM or not. That‘s the deadline though cause developers need a target to compile their apps against. I‘ll put all my money on 13.1 being the release cause in ALL THE BETA YEARS, there has NEVER before been a case where a point release beta gets pushed out before a GM.
Yeah, nobody but Apple knows what's up, and nobody except Apple will know for a week or two. Considering we're only on Beta 2, and a c build of 13.1 though...if Apple intends on that being the iOS 13 release version they've got some real big work to do...like crazy work. I hope to god they don't release 13.1 as the iOS 13 GM. iOS 13 Beta 8 was pretty good. 13.1 Beta 1 was not. We will see how Beta 2 is, but since it's still only a c build...not optimistic.

Different branches, could be that they have yet to merge the progress from 13.0 branches in. We could be hit with a surprisingly stable release next week, or repeat the 10 debacle.

Also hey, Qualcomm iP8 got a baseband update to 5.00.01, and AT&T got a carrier settings update to 38.0.1, so that's cool.

They're not gonna just trash their 13.1 work and go with a whole separate branch. The 13.1 code we're seeing is 13.1 my dude.

Wow, one week to go and the Messages apps bug is still present and I've just had Mail showing me an unread icon for mail which wasn't showing in the inbox.

This will be a PR disaster if they release, bugs are persisting for far too long.

There is no evidence to suggest this will be released in the next 2 weeks. Also, Apple is always a beta or two ahead internally. PR disaster is definitely an exaggeration.

Well, some people have decided that Apple is skipping iOS 13.0 altogether and releasing features that they pulled from 13.0 (such as Share ETA and Shortcuts automations) on time anyway in iOS 13.1, because reasons is why.

It makes no sense whatsoever, but hey!

It will be a PR disaster if an unread icon is not showing the proper mail count? That seems like a bit of an exaggeration, doesn't it? Sure, not ideal, but I don't think anyone will be wailing and gnashing their teeth over that one.

For me (and yes, I realize that experiences differ for others), this beta has the feel of a product that is just about at the same stage of development as iOS 12 was last year (maybe a shade less good) and probably ahead of iOS 11. If there are real showstoppers, I want to hear about them.

OK on my iPad Pro I had planned to go to 13.0 GM when released. So I removed the beta profile. Now seeing the 13.1 development, I was planning to install public beta 2 when released. However when I go to add the profile back, it won't because it says it requires a mobile device. I am thinking it's because 13.0 beta 8 is displaying the page as a full webpage not mobile. Anyone got a trick to get this profile back on my iPad?

Edit: NM, I figured out what the heck I was doing wrong......

What are you talking about? They were actively working on 13.1 while other people worked on 13.0. Do you know how branching works? You combine both branches sooner or later. That‘s how they can work on and fix stuff like automations without waiting on the rest to fix the overall .0 release. We do that all the time at my company, it‘s how basic software development works...

There is no trashed progress, it could just be that the 13.0 progress is not yet rolled into the 13.1 beta build. That being said, people keep saying 13.1 is horrible... what exactly is broken compared to 13.0? Chances are it‘s the overall release that sucks.
