Yes, this started in iOS13 although I only get it on FT Audio calls and it seems only when the other person has a bad connection. Weird. A workaround is to turn off mobile data.

I was on 13.1 beta 4 with beta profile removed and got 13.1 OTA today

Same build as beta 4 most likely.
Still can’t send or receive SMS message with iPad Pro 11.
Email notifications still incorrect on iPad Pro 11. (More emails than notifications)
Notifications disappearing from lock screen on iPad Pro 11 and iPhone XS Max.

It's not the same (or exactly the same) build, my beta 4 device is updating now.

Removed beta profile and rebooted and got ota of 3.1 gb on my air 3

I believe that is correct. They may both need to be on 13.1, though.

Well after half an hour on 13.1 there is nothing much to report
But for the moment I am very pleased with the speed. For everything else, maybe in couple of days.

At least one thing is different - the release does not have the feedback app installed. No idea about anything else.

Is there a way to get the Feedback app back on non-beta iOS? I'd love to have it handy for reporting bugs; I also have a few open bug reports that I like to check on from time to time.

my phone is stuck on the apple logo after downloading os 13.1 and just with a spinning wheel icon? any recommendations?

I could not fix this when installing beta 4 on my iPhone 11 Pro. Had it replaced for a different reason and the replacement updated but on 13.0 during preparing update the phone got insanely hot. But I couldn’t figure out how to fix it. Tried using iTunes and everything else. No luck.

Just wondering if 13.1 fixes the photos/attachments not showing up when you click info in an iMessage thread?
And is the home screen lag/frame drop jitter issue resolved?
And is your phone heating up like crazy as if the processor is maxing our every time you open basic apps such as safari or just doing general light stuff?
These are some of the issues that are keeping me worried about updating again.

Well if it’s the same as beta 4, that’s unfortunate. My WiFi drops when I’m on a FaceTime video call. Huge bug for me since I don’t have unlimited data.

yes its happening also to me with facetime with a friend that has iphone 5. it didnt on 12.4.1
