Interesting. If I go settings and scroll down to weather, I have the option of setting location to: never - ask next time - while using the app - always.Weather app still has no „always“ location option, another beta without weather forecast after bedtime alarm.
That's kind of up in the air (pun intended)...the site says only Gen 2 but someone at Apple told iMore than Gen 1 would be supported as well.

Clearly there are features in the iPad that are not available on the iPhone. They had to start somewhere.
I get that when I have Location-Based Alerts turned on. The hollow arrow means something's using geofencing. The thumbnails are static not dynamic. They become dynamic when you choose one.I don’t have that issue, but all the dynamic wallpapers on my 7 plus are different from the thumbnails.

In a sense, that is correct. They merely branded it under the broader nomenclature as 'iOS". Now that they realize there is value in distinguishing the distinct features, they have elected to re-brand it. I guarantee you that the branching will become more pronounced as we move forward. The way they’re doing iOS and “iPadOS” now is no different at all than what they were doing before, except the marketing name. In fact, if you call UIDevice.current.systemName on “iPadOS,” as of beta 8 it continues to report itself as “iOS.” Maybe it’s because, at least as of now, it’s still iOS.

I disagree.As of now, iOS (along with “iPadOS”) is generally built once (except in rare cases where we’ll see two build numbers for a given seed) and then, as part of the build, features are removed or restricted based on sets of devices. This method has worked for Apple for years, allowing them to efficiently implement most features once and make them available on as many devices as reasonably possible.
There’s zero functional reason for them to change this, and there are quite a few reasons why they shouldn’t change it. The effort required to implement and test features instantly goes up with what to show for it? Nothing.
iPadOS will be iOS for the foreseeable future. There’s no “branching” because it doesn’t make sense.
