13.0 GM will be on the 10th, General release on 17th/18th (I forget if they do it on a Tuesday or a Wednesday) with phones on 20th (or the 13.0 release and phone release the week after).
13.1 out mid/end October.

x.0.1 releases are usually bug fixes and the like.
x.1 releases usually add significant feature updates.
In this case I wonder if they feel the x.1 updates are important enough to warrant early inclusion?

I've offered my theory. To date, I have not seen a single other theory for this quite odd development which is unprecedented. What's changed? The trade status between the United States (not the UK) and China, where these devices are made. Perhaps my theory is not 100% correct, but I think I am close to the mark.

From what the Medium post says, tariffs are imposed FOB the shipping country, so I think as long as they are out of China, they'd be ok.They wouldn’t have to ship to US I don’t think, just somewhere out of China. Not sure of that though.

That was not true as of August 13, though (see CNN article below). Remember, a go/no-go on early shipments did not happen this past Tuesday. Beta 8 was mostly stable barring a few minor bugs here and there, but 13.1 was a huge step back. I definitely do not think 13.1 should be the version that gets pushed out to the public after the keynote.

And that's probably a good way to conclude at least this part of the discussion. As I said earlier, if we see another beta this coming week, that's a good data point that they are fast tracking this.We should get more clarity on 10 Sep, an expected GM release day. I personally doubt it Apple will manage to make iOS 13.1 ready for the masses by 20 September, but if they do, will be super happy too. For now will stay on iOS 13.0 DB8/PB7.
