Just so I have this straight, since this year has been a little bit of a whirlwind:

anyone currently running 13.1 Beta on their phones will have to wait until 9/30 if they want to jump off the Beta train correct? Because you won't be able to restore your phone from backup if you downgrade to 13.0

Ok thanks. I mean I don't really have an issue with it, 13.1 has been working really well for me.... and if they release another beta or 2 to polish it up further then its all good.
 
Got this today from company IT team regarding date of iOS13.1 release
"Due to compatibility issues with Mobileiron on iOS 13, we are advising users to wait for iOS 13.1, which is scheduled for release on September 30th. "

IF they do release a GM for 13.1 today will it be OTA or will it be on the dev portal as a ipsw file? IF they release it today ; ) or do they have time so squeeze in another beta before the 30th?

13.1 betas have been weekly from the start so there's time for beta 4 today and beta 5 next week before release on the 30th.

There are no GMs for point releases. They just continue being beta releases until they‘re pushed to stable (which, most of the time, is the last available beta build anyways).
