There are known incompatibilities developing and debugging from Xcode 11 on an Apple Watch running watchOS 6.1 beta. Update to the new Xcode beta when it becomes available

If you don’t have a profile installed you should get 13.1 without any problem.
I still have the profiles section in settings>general grouped with the VPN option. Granted not the beta profile but one for Spectrum WIFI. So the section is still there but apparently the actual beta profiles are disappearing form what I am reading. (I didn't have it on XR to begin with tho) But I do still have it on iPad. Thank you!No worries, you would only have a problem if you tried to restore from 13.1 backup onto 13.0. As you will be running the same iOS 13.1 on both, you are good to go.

Except that if they do not want to use iOS 13.1 beta at all. Then installing the official 13.1 release on Tuesday and using the iOS 13.1 beta 4 backup is the way to go.

Mine is. Right under VPN, on both iPP 11 and XR. They are the developer profile and 13.1 b4 if that makes a difference.
Not there. See below. I am on 13.1 b4 and had to install the developer profile in order to do this when I got my 11 Pro in Friday. Spectrum profile should also be there. They are both present on my IPP.
Going to classify this as a bug and report.
I set up my new iPhone 11 Pro as a brand new device, then immediately downloaded the iOS 13 developer beta profile and erased the phone and set up as new on iOS 13.1 Beta 4.
The profile was *NOT* there after I did this.
I then re-downloaded the beta profile and now it shows up as normal.
Just to be sure. Having iOS 13.1 beta 4, erasing the phone will remove the profile and when iOS 13.1 is released later today it will shown as an update?
it will be diff as its not a beta build and the feedback app needs removing, it might be beta 4 without beta detailsI believe this to be true, if the build number is different than the last beta.
People saying their beta profile is gone after setting up their new phones, the profile as stated above doesn't survive a reset, it also doesn't survive a restore from a back up.
