Current betas have serious problem of CloudKit. The Safari history do not sync across devices. Also WhatsApp chat backups on iCloud Drive pauses at 95% when on cellular.

iOS 13 has been such a mess since day 1. I don't think Apple cares about uniformity anymore.

If we have a repeat of iOS 11 and 12 then iOS 14 will be more focused towards stabilisation since 13 was such a mess. We’ll see tho.
