It means they found a problem because the developers reported it, most probably the SE problem so they have delayed it. It is how it works!
I’m thinking it’s the watchOS and macOS betas that are holding it up.Speculation, for sure (at least the speculation thread is the correct place for it). The recovery thing with the 2020 SE has been happening all along (beta 1, 2, 3 and 4)... and it not a DOA situation. I am incredibly doubtful that it was the SE recovery thing that is holding up the PB... and, to be honest, there may be NO issue holding anything up... it could be something completely different.
The 13.1 was an abnormality. Apple usually only changes from habit with abnormalities like that. If anything, they could stretch it out, as some people think that iOS 14 will be release later than usual as the new devices are going to be later than usual. A beta seeming 'more stable' is not an abnormality.

Well, considering how flakey iOS 13 was, I’ve found most people just looking forward to stability again. And seeing that they even took time in the keynote to point out more stability this year, going back to what I said initially (considering we’re all just speculating here), was that folks could start seeing a weekly beta cycle start as soon as next week. Last year there was a beta that came out on a Friday after a beta came out earlier that week. It all depends on their internal schedule for when things need to be finalized. And I wouldn’t find it odd if after 4 rather stable beta releases, that they’d move quicker faster to shore up any loose ends so they can have the most stable product on the new phones when they’re packaged up. Speculating.

The beta that came out on the Friday with iOS 13 After one earlier in the week, was due to the one earlier in the week being pulled as it bricked some users devices. It was the same beta release number, but different build.
Not that stable, seeing that I was having 15-30 reboots a day in B1-3 on my iPhone, and on B2 on my iPad, of which I was not the only one. Along with other issues. Widgets are still not stable. I actually had less issues on iOS 13.
15-30 reboots a day?? Yikes! I'm assuming you've tried a clean install and went thru app by app installing one at a time to find out which app(s) is causing that? When something like that continues to happen, and it's clear that it's happening to some but not everyone (because that would be one of those showstopper problems that could hold up a Public Beta release), it's most likely an app that's either old or just isn't set to work well on iOS 14 (or possibly iOS 13 even) yet. For me, I had to delete PAC-MAN 256 when iOS 14 Dev Beta 2 was released. It's been one of my most used games for years, but it hasn't been updated since late 2016. And I only found that out because I did a clean install and went thru and installed the apps I use the most first just to make sure they'd still work. After installing that game and opening it, it crashed right away. Then my phone rebooted.. I deleted it and now I don't have that issue. I've also found that an app called World Clock continued to drain my battery and make my phone hot.. Deleted the app and now that's not a problem anymore.
I'm not trying to diminish your issues here, just saying that 30 reboots a day? I wouldn't be able to use my phone if that was the case, and would have gone back to iOS 13. I'm hoping you're filing feedback with sysdiagnose logs and stuff, right? What troubleshooting have you done?
Question is do I get out of bed at 5am tomorrow morning during winter in Australia to install public betas for iOS and macOS?
Or don’t bother, they ain't getting released tomorrow. 😂
I've not seen any rumblings from reliable sources about PB coming today or tomorrow, yet. Only the wild guesses, that seem to say today on every day lol 😆
