AirPower was pretty big too
AirPower ran into some physical hardware issues that they were unable to resolve sufficiently to release a product of acceptable quality. Universal Control, on the other hand, is almost purely software, and Apple has control of the entire stack on every supported product — it may take a bit more work to get it up to what Apple considers acceptable quality, but unlike AirPower, there aren't any fundamental physics challenges to overcome.

As a software engineer I can name quite a few software projects that have been scrapped due to bad planning, insufficient budget, or cuz they have proven to be infeasible in general. In a year, in which apple couldn’t deliver anything new, software wise, I can see how they can give up on a slightly more challenging feature.
 
So are they just going to roll out universal control without any developers or users testing it?
Nah. It’ll come with 15.1, which I think will come out with Monterey, since MacOS doesn’t come out the same time as iOS x.0 releases.

if it was gonna be scrapped, it would be totally removed from the code, which it hasn’t been.
