The RC builds were posted on Thursday, not Tuesday; if they're waiting a full week for final release, we still have two days to wait. ?

This actually makes the most sense now. If Apple wanted to release the same RC build to everyone, they could have done it yesterday. They must be working on something else.
I think apple must have found something which needs to be corrected immediately, rather than pushing for 15.3.1 very soon

Nothing (afaik). Just didn’t show to herald the release of 15.3.
That's not how it works. IF you saw some of the other RC threads, especially with iOS 13, you'd think they wouldn't release to public, but they did.
If it's delayed, it's because of something else.
Could still see something in next couple hours. Otherwise could release Wednesday or Thursday... So, this week is not a write off yet.
Yep, and they also could release another 15.3 build as the final release without the need of a second RC version. It certainly has happened before. So many possibilities!
Your post makes no sense regarding file size. The RC build you obtain via the developer / public beta profiles is always going to be a fullsized update (whole OS). It‘s only a delta update when you stay on stable and it hits as a stable release.
If you‘re on 15.2.1 and 15.3 hits this week, the update will be a delta one.
What amuses me the most is how apple somehow trolled these youtubers who yesterday released their videos announcing the launch of iOS 15.3, something that doesn't seem to happen today either. I suppose that this will help you to record those videos, and publish them when the update is really released xD

Something caused that. Not sure what but I don't think they all released those videos spontaneously without some basis for doing so.
