Looking like iMore may have jumped too quickly around iOS being released.
Yeah, seems like they’ve conflated the contactless payment roll-out (which does not require an iOS update) with the release of 15.5.1 for Apple TV and HomePod. They’re also the only outlet reporting an iOS update.

It also makes no sense that the contactless payment roll-out would come in a patch release. Apple abides pretty closely to semantic versioning, new features or API changes are pushed out with a major or minor release only. Patch releases are reserved for bug fixes, so iOS 15.5 does already provide support for the contactless payment feature (as evident by the beta period leaks).
