Settings app just made me agree to new iCloud terms and conditions. Probably related to the new storage tiers, though.
 
Or it's just like any of Apples services that is inaccessible currently due to heavy user volume. Looking at weather app example.
I still have the beta options on my MacBook MacOS 14, which upgraded from RC (same version so no download).
 
I updated my 12 Pro Max updated to 17.0 this morning. I was running the final iOS 17.0 Beta on the 14 Pro Max. The 14 says it is up to date. I turned off the Beta updater. So I assume the 14 has the release version.

What’s the rule about betas and new phones again? I remember in the past if you jumped on x.1 before getting a new phone and then tried to restore your backup to the new one it wouldn’t work.

I only see this happening right now on my two iPhones 14 pro's, while a iPad mini 6 using iPadOS 17 is still seeing Apple ID dev beta preference just like the MacOS 14 dev pref is showing on 2 Macs. So I still think this is server based communication issues with iPhones not seeing their Apple ID beta preference info. No I don't think Apple changed their non-dev policy.

Recently when setting up a new iPhone from a restore on a beta update, I believe it prompts you during the setup to update and finish the restore process.
 
210+ new features is pretty insignificant, yeah.
Most users already have difficulties even remembering what’s new with iOS and easily forget most of these new features. It’s why in between new versions introduced at WWDC someone can readily write articles about things you can do on the latest OS that most have forgotten about. It’s no joke. ;)
