Even if it doesn't show today, Apple only described the issue as "an issue that prevented a small number of devices from starting up". Likely most of us with dev access are currently running iOS 17.3 beta 2. (I am on 2 iPhones) As for a beta 3 or a beta 2 rebuild it's debatable. I doubt anyone experience boot issues with iPadOS 17.3 beta 2 also. (no back-tap).

Perhaps releasing the partial dev deployment of beta 2 still works for Apple's progress to capture crash information from devices.

It's still only 10:45 AM PST locally.

Zollo already labeled it as very odd that it's not been rereleased. I have to think if it's next week they skip beta 2 and go to 3 to keep things on schedule.

IMHO I think Apple has withheld it because there are too many people that really shouldn't be accessing dev betas without backups and complaining if something happens IMHO.

In prior years of many past beta cycles we saw several instances of a dev beta never became a public beta because of some issue, and pubic testers just had to wait for the next release. :)

are we expecting anything new this week. Is it going to be Beta 2,3 or RC?
Well if going by last 2 years this short beta cycle only was 2 betas and a RC. So a lot of us are in sync with that using iOS 17.3 beta 2 that installed OK, so expecting a fixed beta 2 Monday for devs that encountered issues. As stated iOS was the only issue, MacRumors doesn’t even have any iPadOS beta threads that comment similar boot/update issues. Did anyone here have issues with iPadOS 17.3 beta 2?

So end of this week or next week some time the RC. So every other OS is running beta 2 fine it seems. IOS might see a RC2 maybe even before release.

Calling the fixed iOS 17.3 beta 2 as beta 3 will look funny with everything else only beta 2, but they still could do that possibly. Really Apple stalled on issuing a replacement by not issuing it last week. Weird way to start the year.

Aside from the boot issue with unknown origins for only iOS 17.3 beta 2, all the other four OS beta 2‘s are fine. Been running iOS 17.3 beta 2 without issues since Jan 3rd. Now it’s a question of just pushing some build out that even if it is RC that works for all iPhones dev testers. This is just a minor bug fix short cycle has nothing to do with Vision Pro launch.

As mentioned before I don’t know why Apple yanked iPadOS except it shares iOS code. There were no boot issue reports.

Zollo said it's not coming till the end of the month or early February so I doubt we get the RC this week

Aside for the internally tested stolen device protection and restored Apple Music playlists, iOS 17.3 has no SDK notes whatsoever. It’s not going to be four betas. We are already on beta 2 for all except the iOS seed being available again. Likely they are using different Darwin kernel version for that if stalled into this week. :)
