I'm pretty sure is a bug related to Apple servers not app inside iOS. Something like the DNS bug with safari some months ago. Because the internal links (same domain) still working, and because yesterday my iPad Mini 4 hasn't gotten this issue, today morning (EU time) it appears But my iPhone 6S works fine with link, peak and pop!

I could imagine that is a daemon who calls/invokes a broken Apple certified or dns, maybe all inside iOS. Something like the inside url app schemes that goes wrong. Unfortunatly is impossible to fix without kill this daemon or the fix from Apple. Maybe on a jailbroken device is possible to investigate better!

Since disabling JavaScript is stopping a lot of website to function I've done something else:

go to http://google.com/webhp?nord=1
save this page to your homescreen for simple access

You're now using google via http (instead of https) and links are working.

Just returning to results doesn't function. You have to go back to blank search page, but at least you can search and go to a search result again.

Indeed Google links are working :D try to search (I tried only on iPad ) a definition and then click on the link for the "synonymous or similar words" inside the Google module, all the links are working inside the same Google domain. Is not a Google trouble

Search this and click on the synonymous, all is fine https://www.google.it/search?q=indeed+definition&ie=UTF-8&oe=UTF-8&hl=en-it&client=safari

Only with external domains the app freeze, or similar bugs...

Unfortunately not only that. I've encountered this bug when I had to restart Safari a couple of times when attempting to read iPhone manual to see what's new after 9.3 update. Sometimes I could follow the links, sometimes not. Once Safari even gave me the warning that it will need to close the tab by itself. https://help.apple.com/iphone/9 has all the pages in the same domain.

I'm able to click links. But I'm unable to add to my reading list from any app ( except for safari)

I always use to add articles to my reading list from Twitter etc.

Updated to 9.3 on Monday on 6s plus and air 2- but this problem only started 2 days ago.. Damn infuriating

Another weird symptom of this problem I just noticed is that if I do a search on Bing (which I'm having to do because of this bug) and I go to the SECOND page of results, click on a link on that page, then try to click on the "back" button to go back to the second page of results, it HANGS until I click the "back" button AGAIN to go to the FIRST page of results. Can anyone else duplicate that?

(I'm running 9.2.1 on an iPhone 5 and this "bug" started affecting me on the morning of March 26th.)

Lot of people were raving about 9.3. Guess not eh?

Thank you once again Apple. Nice vetting! o_O

Since people with earlier iOS 9 versions are having the same issue not sure all that applies all that much.

I was having a similar issue before iOS 9.3, on both my iPhone 6s+ and iPad Pro. I initially thought it had something to do with the content blocker I was using, which was Purify. After I turned it off, things worked for awhile, but the issue came back. I decided to go back to using Weblock, and for some reason this fixed most of the issues for me. It maybe because they use a dummy proxy, not sure.

I would be interested to see if this fix works for anyone else. It would be great if I accidentally stumbled upon a temporary fix.
