How do I know if I have the profile installed on my phone? I signed up for the Beta Program and when I go to the page i am able to log back in and everything...

iOS 9 Public Beta release date?

Just being able to sign in to beta.apple.com does not necessarily mean you will be able to download the profile. Historically, one has had to receive an e-mail from Apple, which then allowed them to download the profile.
Settings -> General -> Profiles

Sorry, haven't used a public beta before.... i don't see anything for profiles under settings, general. Running iOS 9 beta 3.
Yes, and if you signed up only recently (for instance, just to try out the PB of iOS 9.0), you don't have an e-mail from Apple, because there isn't one yet, as, as far as anyone knows, the PB has not been seeded yet.
Huh, thanks for this. Do other installed profiles appear there too? I remember with the initial release of iOS 8 they removed the ability to see what profiles were installed on a device.
That's exactly what I did, and my phone shows that I have the profile. Hoping for the beta later today!

People who signed up before even the Keynote ended,
at this point, still don't an invite for the profile yet.
No one knows for sure that it will be today. It could be today, historically, the PB has been on a Thursday, and we should still be on a 2-week release cycle, but those two things are the only certainties thus far. At this stage, I would no longer even be surprised if the PB came next week or even with Beta 4.Well, so today?

I'm so annoyed with seeing the "Coming soon" on the public beta page. I'm hoping today to see "Available Now"!

Well, as people know they do released a note about apple id or something with public beta information... So, today is the day that is should be released, and if not, well wait until next week or even with DP 4... I think today! 
If it does drop today I'm hoping that the issues I'm reading of battery performance and such that are occurring with the developer beta 3 are only isolated instances. But I for one despite my earlier hesitation am looking forward to trying out the new News feature.

Probably either next week, or, if that doesn't happen, with 9.0 beta 4.
