Mine is, and is fully staffed. Was that way last year too, they just have reduced hours.

Someone from Canada with this delivery window did post a day or two ago that theirs had entered the “preparing to ship” stage and that their CC had been charged.
I have a delivery window a couple days later, June 4-10, and also live in Canada, but haven’t seen anything, still processing. I’m still not expecting anything to happen until next week, but keep checking both my CC and Apple Store App in case I get a pleasant surprise.
So why don't you just wait and see what happens. No one on here is going to be able to tell you what is going to happen with your specific circumstances.
Yeah, congrats, my CC is open with full hours but almost none are allowing items to be sent there for pickup. I can’t send mine even though they are open full hours.
UPS CCs are always fully staffed. They just don’t want lots of people standing in line during a pandemic.

For all of us stuck at ZhengZhou, is there any chance ours didn’t get scanned but is travelling or should be worried? It still says delivery on 21st.
Same. No updates since last Friday morning, but UPS is still saying it'll be delivered the 21st by 700pm. We'll see.
From history, I wouldn’t be the least bit worried until Thursday and it doesn’t move. It can make it here very quickly.

I just spoke with Apple and they told me that my order is now awaiting for the assigned carrier to pick up. That sounds promising. I'm expecting to see a shipped email tonight or in the morning.
Finally my card was charged, but status is still at processing, might be doing the engraving. Hopefully should get it on the 23rd
