An actual fact is that many people will have issues if they update their OS when it first comes out.
People need to accept this fact if they decide to load it when it is released. That is not to say that they will have any issues but there is a higher probability of having issues.
If someone's current version is working fine, why load the new one when it first comes out ?
As far as waiting for a specific version release, I said wait for the forth release before installing it since following that advice has worked for me in the past (i.e. it was my opinion and if you don't like it feel free to ignore it). If someone wants the most probable bug free release, they will wait until a new OS is released and then load the final release for the previous OS version.
of course there are issues, especially with a radical change (ie dropping 32bit app support); was like this moving from the ppc era (etc).
but, if you look closely, every version, beta, official release... has issues for people. the OS is always a work in progress, and one updates when one is ready (or, lol... sooner).
