It just works, except for one thing: every time there is a notification, the screen flashes.

That’s what I’ve done, like precedent updates.The most robust way to upgrade from one point release to the next is to download the newest full installer and use the Mojave Patcher application to create a new installation memory stick rather than trying to use the software update approach.

I’ve restored one year ago without any issue, with 10.13.x, I think.It seems that Time Machine backup system restore will depend on HFS+ or APFS. If you use APFS you probably need your machine to be able to boot APFS natively. I recently learned the hard way that I could not restore the system from the Time Machine backup. I use APFS with my SSD and APFS patch(verbose bootup).
