a location thing? (i'm in ny, fwiw); or they released it briefly, are fixing something, and will release again? (ie tuesday). a mystery, but as with most things apple, i doubt there will be an explanation...

This security update isn't yet released, so it could probably also be considered a "Release Candidate," same as the 11.1 RC.
I am part of the developer connection (adc) but I was offered the final as it seems and it shows up as final in the installations in systems preferences.
But who knows.

Why Tuesday and not tomorrow?
Well on Monday you could have a weekend of emails etc. to catch up on, plan work week etc. Tuesday is a better day to release updates minimising disruption for everyone.

who knows? just tuesdays are traditionally release dates for apple; but they've broken that tradition lately, so... whenever,i guess.
I mean if the final update is ready and is being pushed to the people that have the beta profile installed, Why wouldn't the update be rolled out tomorrow?

It's possible.

For having the best preparation Tuesday is generally a better day to release updates. On a Monday you can have weekend emails, meetings to plan the week ahead or planning your week by yourself etc. which for staff at company planning to release an update could include planning for dealing with problems should they arise as a result of the update. It's ideal to have everything in place to deal with things as efficiently as possible. Hope for the best, that there are no major issues, but plan for the worst. You can have the best QA in the world, and a great group of beta testers helping out and still mess things up badly.

Mondays are also more likely to be holiday days somewhere in the world and it's best not to release something when staff that need to speak to important customers about such updates and/or work on urgent fixes and/or pull a seriously problematic update from the update server are more likely to be on holiday.

I wonder if it won't be tomorrow, since AirPods Pro Max release on the 15th and require 11.1. Fitness+ releases today and requires iOS 14.3 and that probably means iOS, tvOS, watchOS all release today. That's a lot on one day so I wouldn't be surprised if 11.1 is tomorrow.

They've historically released macOS, iOS, iPad OS and watchOS updates all on the same day before.

It's already the 15th in Australia, so I'm assuming Apple would want all of their OS updates to be available for when AirPod Max deliveries start to arrive.

That is only a rumor based on Fitness+ launching today, which does not work on macOS so they could always delay it until tomorrow when the AirPods Max are released (which requires 11.1)
“iOS 14.3 and associated software updates for iPadOS, macOS, watchOS, and tvOS are all launching today, bringing Apple's Fitness+ service and a number of other updates to users.”
