Some apps, including Spotify and Fiverr had a rollout period where it worked on and off.
It does look like eBay is in the process of rolling out Sign In With Apple.
Going to ebay.com/signin/apple works.
A couple of things:
1. eBay requires you to give your email address. The usual Sign In With Apple process wasn’t there to allow me to choose a hidden address. I don’t know if this breaks Apple’s rules or not.

I ran into something similar with Booking.com where using safari I was unable to use the "Hide my Email" option. However I downloaded the app and it worked great. Ebay may have the same issue, and we just need to wait for app rollout.

Unfortunately, when i click continue, it authenticates with FaceID and then fails and says “Sign-Up Not Completed”.
Pinterest has added Sign In With Apple, but with a sneaky, malicious twist.

edit: you can’t use SIWA with relay and you can’t use SIWA when you log in on a Switch (yet). Looks like they implement it the way Macrumors did it; not really how it should.
I’ve tried linking to my existing account and it doesn’t seem to work. It just asks me to set up a new account.
