Oh yes they did. From apple.com: "Under-the-hood refinements bring you more responsive performance, easier updates, better battery life, and tighter security. So your device works that much better — for everything you do with it."Faster and more responsive.
The apps in iOS 9 now take advantage of Metal, making more efficient use of the CPU and GPU to deliver faster scrolling, smoother animation, and better overall performance. Email, messages, web pages, and PDFs render faster. And multitasking features on iPad feel fluid and natural.
Maybe you didn't hear it but they'll let you read it here. It's towards the bottom.

I guess they never said iOS 9 was faster. Just the apps. Lol
I have noticed the Facebook app seems faster on iOS 9.
That's true. But they actually promised better performance for iOS 9.That was really already screwed up back in iOS 7.
I have an iPhone 6, and I have to be honest, I see no lag whatsoever, and I'm pretty good at noticing differences in speed and lag. I do hate the new app switcher though.
The 6+ performed badly on the version of iOS that it came with and it was always going to have longevity issues. No way will a new version of iOS make that phone run anything but worse. Can we still go back? I was out with friends yesterday and switching to camera, taking photos, showing photos, etc really lags now. It really made the phone look bad because of the lag and occasional lockup. I'm on the 6 plus and it seriously is giving me performance issues everywhere. Simple games also lag now...
Interesting (and sucks for 6 Plus owners). I wonder what's causing the 6 Plus to lag. Sorry to hear that.My brother has the 6 and his was fine. Mainly the 6 Plus people with issues.
I think they delivered; some don't.That's true. But they actually promised better performance for iOS 9.
Makes sense. But have you tried some of the newest Android phones? I mean, I'm a diehard Apple fan. But I'm not anti-anything... so I could definitely use something like the LG G4 on a regular basis. Motorola's got some good stuff coming out soon too.
Everything you said is exactly why I prefer the iPhone. But some people don't mind rooting their phone and taking matters into their own hands. Me personally, I just want to know that my phone will work and like you mentioned, the Apple Store has been excellent to me when it comes to fixing hardware issues. But people have different priorities, and Android may be a better match for those people. The big miss with Android phones is you have too many hands in the pot.
You have a company that makes the phone/hardware (LG, Samsung, etc.), you have a company that makes the OS (Google), and you have a company that provides the service and usually skins the hell out of the original OS (Sense/etc)
My biggest issue is if something ever breaks, aka things are extremely laggy whose problem is it and who is supposed to fix it... is it the hardware not playing nice with the new OS that google put out? Is it the Skins that's not playing nice with the OS. There are just too many equations out there. I don't like it...
At least with Apple, they make the hardware, they make the software and there are NO skins that come on the OS. if there's a problem, you take it into an Apple store and they figure out the problem.
There is definitely some performance hit on my 5s. I notice a slight delay when launching apps and returning to the home screen. There's also some occasional jerkiness in animations.
It's not terrible by any means but still disappointing for a performance focused release.
Clearly you are just thinking you are not noticing it anymore and nothing in reality changed since everyone has the same problems that are just inherent in iOS 9.I might have stumbled upon something that gets rid of most or all of the lag. I have a 6+.
I slid the Reduce Transparency slider to ON and messed around with my Apps, Notification Center, etc. I then set Reduce Motion to ON. Same thing, I just tooled around iOS for a bit with both ON. I then set Reduce Motion to OFF and slid Reduce Transparency to OFF and bingo, no more lag!!
I've tried everything to get it to lag, pulling down spolight, opening tons of apps in the app switcher. I've seen that the jerky lag before, so I know what it looks like. It's much, much smoother now and dare I say fast!
Happy days are here again!
Try it out! YMMV.
I wonder what's causing the 6 Plus to lag
Reading some of these comments, I have no idea why people continue to buy Apple products. If you complain about everything Apple does and really think Apple goes all-in on planned obsolescence, why keep giving them your money? I'd never keep buying things from a company if I consistently disliked their products and really thought they were trying to subtly screw me over every year.
