Honestly the only reason for the lag is Apple's poor implementation of Metal.. When you go to Increase Contrast -> Reduce Transparency it switches to OpenGL therefore eliminating the lag.

my gosh, it works. Thanks...however, it looks nasty with that great color bar on the bottom of the screen..but it will do.
You didn't need to disable transparency in iOS 8 for it to be smooth.
I agree too. But what irks me is that web performance of the 6s is 5x better (taking to account more consistent fast loading on variety of websites) than any 2015 android phone I've tried at store. The web performance/speed of iOS 9/9.1 on the 6s is very close to a modern laptop web performance in my experience. Android web performance on the other side always feels like you're using a netbook from 2008.

My 6S+ Safari is not bad by any means. It's just not that great and seriously not close to desktop ... unless you're talking circa 1999?
Aside from that, the stock browser on my Note 5 is every not as good and has more functionality.
I do wish Apple would lighten up a bit and relax the lockdown on Safari in iOS.

Well, i'm talking 2010 i3 2nd gen web performance. That's how good my experience with safari on my 6s.

I've been doing this since IOS7 first came out because I had old phones. I just got a 6s and by default turned them both off. Just for the heck of it yesterday I turned on transparency to see what the difference might be.
Absolutely no difference on the 6s. Just a little nicer looking now!

Reading through this thread, you can see that the OP is not the only one with the issue. So no, your title is flawed.
It's not flawed, because there is no way to prove or disprove any claim of performance on every device. The problem with the thread is it's so general and doesn't apply across the board. However, seems like certain configurations are reported more than others. However, I went around to a few people who now have 6s+ and asked them about lag and stutter and got blank look. So I take it for whatever reason, it's not an across the board issue, even if someone doesn't care about the lag.
All devices have the same hardware and we are talking about a clean install here so the lag is present on all of them,It just doesn't bother them.My dad uses a 4S which he upgraded to 5C and he told me that it was as smooth as my 6 so I used it only to find it's horrible Stuttersville
My device doesn't lag or stutter in general. If you are telling me all devices lag it's a matter of how intolerant you are, I'll agree to that.
I felt like 9.1 beta resolved most of the lag on my 6...but it returned with the golden release of 9.1, and the new 9.2 beta hasn't resolved it (indeed, it seems a little worse). Strangely, no lag on my ipad air 2...
For those complaining of lag and bugginess on an iOS9 upgrade, I would suggest that you take a look at a Note 4 upgraded to Lollipop.
It just comes down to how hypersensitive you are to any kind of lag.
9.2 b1 is making headway in regards to tweaking fluidity. Even a couple of the folks, who are sensitive to lag, mentioned it was improving. Some won't recognize a thing, because they want it all fixed now.
On my 6+, the App Switcher is tons better. They are definitely working the fluidity issues that remain.
What I do find interesting. How can one person who's sensitive to lag see an improvement in 9.2 b1 and another sensitive to lag not see an improvement? Does that difference of opinion sound familiar?
Who cares? we are discussing ios not android. How does android performing poorly (if that is the case) relevant at all?
Two contemporary devices, both upgraded to newer versions. In my experience one performs well with no lag while the other is a hot mess.

. It took until 8.4 to get ios8 stable, looks like the same deal with ios9.- Status
