Unfortunately, the Apple campus approval was decided by the village of Cupertino - not by an area agency that had to consider the broader impact.As far as the traffic that is an issue for an approval permit by the planning board. That issue is faced all over the country. There might be valid reasons the general population is not privvy to as to why this design, this area was chosen.
And the village of Cupertino had a serious conflict of interest - the quality of life for the people in the area vs. tax revenue for the village of Cupertino. Sunnyvale, through which many of the Apple commuters will pass, had no say in the decision.
Tim had a chance to address the problems and come up with a greener campus, but did nothing.
