A few comments on setting up from new when wanting to keep health data etc.
I set up my phone as new, other than transferring iCloud info from the old phone. I checked the health app and it did seem to have transferred info over, as I could see step info on there.
Obviously I needed to pair my watch before the activity app appeared. I unpaired from my old phone, and then paired to the new one. That all worked fine, and when I checked the activity app a little while later the activity was on there. There were a couple of issues though. No workout history and the activity data seemed to be missing for the last couple of weeks. I decided to just accept that as I wanted a clean phone install.
Anyway, I just checked again and those bits have now appeared. It seems that they just hadn't completed transferring from the cloud before.
So, as far as I can tell, I have a clean phone install but have retained all my health, activity and workout data for the past few years. Just like I wanted.
