No, that's not a realistic problem. Pretty much this. Apple does not care about cannibalization one bit during a transition like this. They can't.Considering the 27" uses Intel CPUs, the only people buying it now are those who need to run x86 macOS and Windows code natively or support macOS / Windows VMs. So in that regard, it doesn't really matter what size the M-series iMac is since it will appeal to a different audience (one that does not need to run x86 or who are able to do so under Rosetta).
In other words, people buying a 24" M-series iMac will not be interested in a 27" Intel iMac, anyway, so the 27" sales are likely already falling and will continue to fall as more people move to M-series iMacs.
