Okay, this was on me. Had it connected to a faulty extension cord. But everything else I said about slow charging is true.
If you haven’t already, suggest to try not using an extension cord at all and plug directly into the wall outlet. I’ve read extension cords can cause all kinds of issues.
I've been using the same power brick + extension cord combo to charge my devices when at home for many years now. There's no doubt about it, the 2018 iPad doesn't charge terribly fast compared to other devices.
My previous comment where I said that it actually lost power while plugged in was definitely due to the extension cord though.
In any case, if this is the worst thing about the tablet (and so far, I can't think of any other issues) then I am not complaining! The battery life if fantastic, so it's not like I will need to charge it frequently anyway.

I don't think so. I use that charger on my iPhone SE and iPod Touch (in a pinch). Purchased my new 128gb Space Gray iPad today, I too was surprised to see a 10w UK power adapter included as I’d expected a 12w.
I think it was mentioned before that only the iPad Pros get the 12W chargers.
Am pretty sure they’ve shipped the last couple of iPad models with a 10w adapater; that was certainly the case with my 9.7” Pro.
Still have a 12w charger from my iPad 4 days.
It seems arbitrary. 12W came with my three 2017 iPads.
I have 3 iPad 2017 and 2 iPad 2018... all of them came with 10W. I am in Canada.
Yes, I noticed Canadian orders seem to always include the 10W. UK too. Based on earlier responses. But to tell the truth, I’m not sure it makes much difference.
