Using Proxyman, I can see that Software Update is trying to download from http://swcdn.apple.com/content/down...x1n2wpf8rik5agns2z43ikqu/InstallAssistant.pkg but getting a 403 error from the server.

Apple claim on their status page that the update download fail issue is fixed - WRONG.

Look in "Console" app --> "Log Reports" --> "install.log"

NSURLErrorDomain Code = -1100 (File Doesn't Exist), with a PKURLTransportError = 503 (Service Unavailable)

Note - this is a CDN Apple uses to distribute updates, Apple pulled it from some CDNs, but not all.
