I'm IN Australia and it's still not working. Tried earlier today, several times, and just now - three times. Every time I click Update Now, it appears to re-download. It goes through the download, but then it's the same error message. It wasn't re-downloading morning. Small steps.

I'm assuming my system would hook into Australian servers?

It coming ON and OFF from time to time but the time is slowly decreasing all of us should have the update well before midnight (Eastern Canada)
 
System preferences is showing an error, but this file is downloading easily. Maybe this is a dumb question but how do I know/verify this is the original update and not hacked in any way? Can't be too careful these days.
I can make a sha512 of the original file after my computer with it has finished installing big sur. It is around 20 mins left. Or someone else could do it if they have it.
 
The highest I've made it to before the error is 5.67GB. I have a gigabit connection, so gets there quickly, but still annoying.
 
So seems like Apple are blocking American IP's (north / south). I am in Colombia and have been getting the same error message as everyone else. Fired up my VPN and set to Germany (or any other Euopean country) and it works. Slow but works..

I'm in the US, and was getting the error all day. Just used my VPN to connect to Australia, and it started downloading, but slowly, only a few MB per second. Disconnected from my VPN while it was still downloading, and it started downloading much faster, 10-20MB/s.

Edit: Womp womp, once I got to about 3 GB downloaded, error popped up and cancelled the download.
 
I keep getting an error when trying to install which I think means it's fully downloaded but won't install?
