When iOS 8 GM was out last year, I complained bitterly because it was truly horrible.
But iOS 9 GM is definitely not laggy in any way. I am using 5S btw.
It's almost same as 8.4.1 that I hardly notice any difference.
Weather app is NOT stuttery like it was in 8.4.1 and that is a win for me. I fresh installed from DFU restore and set my phone as new.
However on iPad Air 2, Safari hangs when switching to private browsing mode. It happened in all developer betas and it is still happening.

iOS 7/8/9 has no excuses, they are supposed to build off everything they've learned since 2007.
Anything short of what you experienced on that 3-year-old device will cause me to complain. People so quickly forget and accept a delay, stutter or lag as the new normal. Sad, really.

The A8 isn't very good at pushing a 1080p screen.
So the A8 is bad at pushing 1080p, but the A7 was pushing 2048 x 1536. >_>; The first Air didn't get an X chip.
It runs fine on my 5S, I haven't experienced any stutter or lag. My problem was that until the GM, I couldn't consistently add music to my phone, but it seems the GM has fixed that.

The issue may be iOS oriented then, or maybe it has to do with the GPU clock rate on the A8.
I believe the iPads have higher clock rates even if they have the same chips as the iPhones.

Most people are conditioned to believe things others tell them. Apple says its better, most on this forum will default to that opinion unless something is GLARINGLY wrong.
I personally don't care either way. Which is why I quickly call out BS when I see it.

9.1 is so fast on my iPhone 6. i think they speeded up the animations. it almost feels like "no slow animation" from cydia
I compared my iPhone 6 with iOS 9.1 beta to my wife's iPhone 6 with 8.4.1. I was unable to tell a difference in speed. They both work great. I could however, tell a difference between iOS PB 3 and 8.4.1 on the same devices.
iOS 9.1 beta has also made my iPad 4 run much better since the betas.

Even on iOS 7, there were glitches and dropped frames throughout the OS, so no, A7 was never good enough to push those 2048x1536 perfectly. Seriously, it's now to the point where even a single frame drop on one animation is enough to have people seeing red. Admittedly, I used to care greatly about this kind of thing- I was so unbelievably irritated at iOS 4.3 on the iPhone 4 because the app opening animation was laggy on screens with four full rows of apps. I spent weeks looking for solutions, and found nothing.
Since then, I've learned to just enjoy my phone for what it is. Smoothness matters, don't get me wrong. I love it when updates actually make my phone feel faster. But there are so many more important things in life to get angry about.
