The German payment engine was technically enabled by iOS 11.0.2
He is someone with a very accurate track record for all iOS 11 releases so far (for both betas & public ones). He posts on Reddit & at times on these forums too.

Will still be possible to open the app switcher (multi tasking manager) by double tapping the home button right?
Apple has a specific .xml file on which the payment engine looks up the country code. That specific file enables wallet in all devices to add a card. My sport watch (for example) with Region Germany demands to setup a card for three weeks now.
Based on my count he is 14/14. So you are definitely going to need to show where he has been wrong.
As the macOS 10.13.1 beta 4 is still missing, I don't expect anything as of this week...

Please read the thread. As I already mentioned above. Final beta does not mean GM. Only X.0 builds get GMs.

[doublepost=1508768811][/doublepost]It also makes zero sense to ship the iPhone X software almost two weeks before the release. iOS X.0 versions come 2-3 days before the new hardware. So next week between Monday and Wednesday follows the 10 year history.
What I don’t understand is why release an official build different than the final beta build ?
I mean if the build is different nobody (at least no beta testers) could try it before the release ?
I have the newest iOS beta on my iPhone 6 and the Apple Pay section immediately disappears if I switch from region France to Germany.
Beyond that N26 customer support is mentioning a launch date this week since Saturday. According to a guy at Wirecard banks are not allowed to tell any launch date if Apple Pay is introduced in a new country. They only allow this for bank additions in countries that are live. Can you confirm this statement? If true, that would mean that they would disable the Apple Pay capability based on the country code of the Mastercard. :-(
As I stated, the enabled engine points on an .xml File which refers include a list of country code (e.g. DE, IT) with enabled Apple Pay countries. Our banking builds refer to another file for testing purposes.
That N26 rumor was deleted immediately. My private german watch wants me to add a credit card using the double click on the watch button below the digital crown now since pairing my watch with my iPhone 8 plus (3 weeks now). I have never had this dialogue that long. Some users are reportedly saw the Apple Pay dialogue within the wallet app.
We (as an upcoming financial partner resp. project responsible) are currently passenger on that Apple ship...
I couldn't tell you, but 95% of the time, the final build is different than the final beta. We know that the final beta is not the same as the final build of 11.1 because Apple Pay Cash is not in beta 4. Therefore, developers will absolutely need another build to have it activated. And I would bet that that is going to be the public release build next week.
