Let’s think about it... no release this week ( when apple really has problems with a few things). Next week!

What version of ios are the new iPads running? If they arrive in stores later this week and running ios 11.3, wouldn't the public release of ios 11.3 have to come this week as well?

iOS 11.3 as we can see above, so yes. This means iOS 11.3 can´t be far.

Don’t think this necessarily means anything. I’m sure they are testing the new iPads with different builds just like they did when the X started showing up on Geekbench running 11.1 but shipped with I think 11.0.3.

Yes it can happen and will happen. It has happened over a dozen times in the last decade.
