Does the internet cease to exist on Thanksgiving, Christmas, New Years, July 4th and so on? No. But those also don’t give us betas or public releases.

The nothing showing that the system is running a final version of 11.3.

In all likelihood, the new 9.7 will be shipping with the current release of iOS. The new iPads have been in production for awhile. They didn't just start producing them on Monday.

the last beta was thursday.. i think there is a better chance tomorrow then there is today? unless iOS 11.3 is really finished and just waiting on mac OS to be released next week? find out in 15 minutes...
