Still a beta build, so no.
Assuming they will release a GA build as one of the betas, given that while they have certainly been doing that here and there, it's not something they have always done, or even usually really.

11.3 had 6 betas, and beta 6 had an “a” in the build number (so wasn’t final), and came out on a Friday. Public came out following Tuesday with a different build number. I’m thinking we’ll see same for 11.4 perhaps.
 
So is it not out for Public Beta or OTA for Developers it’s a special configuration profile for OTA or iTunes only? Is it even worth all that work to anyone on it? I typically stay in PB bc my company phone support are cool with me using PB but Dev obviously always comes out first. I will likely switch profiles soon anyways for WWDC hoping iOS 12 is released.

Actually it came out on the following Thursday. And the build# was technically the same. They dropped the 5 and a as per typical build notations when going from beta build#s to release build #s.
15E5216a (Beta 6) became 15E216 for release that following Thursday. So yeah potentially b6 could become the release but could be an entirely new build too.

Didnt that build not have the feedback app anymore? This still does.

I think it did until the release dropped on Thur. But I ain't betting my life on it :) Seems anytime the 5 and letter still exists the FB app is still there. Of course that is for dev versions. Public still has it as long as the profile is installed.
 
I’m sure we will get a beta 7 or public before Thursday, but that’s probably obvious to anyone at this point.

I'm on beta 6 for iPhone X and iPad Pro 10.5, iPad mini 4. All are really solid, with the mini being slow, because its old. I had been on beta4 with Messages in iCloud turned off on all devices. Finally gave it a go and it was interesting. I showed 2.3GB of storage used on iCloud for messages. All devices downloaded a bunch of really old messages from iCloud and I cleaned them out. There was a sync issue between phone and iPad pro but once I cleared everything out from both devices, I left the iPad mini to do it's thing overnight and they all normalized and synced. And, the space reported being used on iCloud came down to about 8MB, which was more accurate based on the handful of messages I had left at that point.
