Why on earth would they tie an iOS release into a Mac/MacOS event? That is nonsensical. Also, you do not know that 14.1 is loaded on the Pro Max & Mini's, it's quite likely 14.2 is on there, as Apple has likely made the current beta a GM, especially since we didn't get a new 14.2 beta this week.
Additionally, Big Sur public release is supposedly the 18th, the day after the Silicon event, meaning that Big Sur GM will come the week of the 9th, or maybe even next week.
The bit in bold is your OPINION, not fact. Only Apple decides what is ready. Not all bugs get fixed before a public release, so what bugs are around (other than the update one, which appears to be server side) are not as impactful for the wider audience outside.
I think if you're really convinced in your opinion, you are in for a surprise.

Not odd at all. What it probably means is that the GM build on the 12 Pro Max & Mini will get a day one update, to fix the update notification bug.
Clearly this RC was the GM brought forward from next week with the added measure of being the emergency fix for the update bug.
