The release time would still be 10 AM Pacific (in this case, Pacific Standard Time rather than Pacific Daylight Time).

I’d say that if Universal Control does not make an appearance in the upcoming betas of both iOS and macOS, Apple will have to take down its “Coming later this Fall” announcement.

I think you’re forgetting the time change. Drops don’t happen til 10am Pacific time, it’s only 9:33am Pacific time right now. We still have a little under half an hour. Maybe even a little more if it drops at 10:10am.
